What are these for?

These hose nipples are under the Throttle Body. Nothing is hooked to them and I was wondering what they are for.

throttle body heater to keep the butterfly from freezing open

Living where you do, I wouldn't worry about reinstall the hoses, you are not going to be freezing up.

Just curious, is there any advantage to bypassing the throttle body in warm climates? Would doing so bring down temps or raise them?

If anything it would increase heat, but the advantage would be reducing possible leaks.

I would probably fix it. Nashville routinely gets below freezing from time to time in the winter. Somebody has bypassed it because was leaking. You need this to fix the leak Throttle Body Heater Plate Kit (Genuine Part # MGM000010) | Land Rover And Range Rover Fuel System Parts then re connect the hoses

Where does the original hose come from and to exactly?

I'm in the middle of the Blue Ridge Mountains in VA and I have mine bypassed. I drove it below -15 last year and it never froze a lick. I'd say don't worry too much about it.

If it freezes it usually leaves the throttle plate in the open position. Kind of fun trying to stop that with those land rover stellar brakes. Its kind of like wearing a seat belt, might really never actually be necessary, just takes one time..
