This isn't a feature, this is a bug. It makes the marketplace unworkable for new users. This also encourages the first 10 posts a user makes to be junk spam so they can unlock basic forum functions.
Obvious scenario I am encountering: New user wants to buy a Land Rover, can't communicate with sellers, can't buy a rover (probably ends up buying a Jeep instead)

I understand the need to control spammers and scammers, they can poison a community. But what do you suggest to somebody like me?
I have a Discovery 2 I would like to sell. It is a bit of an odd duck and craigslist is not the right place for it. So I registered on this forum to access the marketplace. I think selling a vehicle through here enriches your marketplace, it's something that should be encouraged, right? Should I put up 10 low quality posts to be able to conduct business?
What about new users that are looking to buy a vehicle to join the community and don't have a high enough post count to send/receive PMs? They don't have a vehicle yet so there is probably very little they can contribute to the forums and it is a good thing they are lurking and not posting. But this policy punishes them for being considerate.
Would a quota make more sense? Maybe new users can only send 1-3pms in a 24 hour period?

Actively engage in discussions, post up a new user intro, post up about the rover you hope to purchase etc. 1-3 PM's just allows 1-3 scam pm's to be sent. The new seller and new user can actively discuss the sale in the for sale thread as well, that will not only raise their post count but will keep the item for sale at the top of the forum likely garnering more views.
It is an inconvenience but it is a lot better than letting users get scammed
