Only in the beam pattern, and whether or not you pass inspection (depends on how strict your inspection station is where you live). I prefer the e-code beam pattern over the DOT beam pattern, but that's just me.

For an idea of how much better the ECE pattern is, this is a photo of ECE (e-code) Hella H4 housings installed on my old RRC. Pay attention to the beam cutoff along the wall, and remember that these are 7" round lamp housings.
