06 LR3 Normal Height Only but running low

I have a 06 LR3 that I have been getting the error "Suspension fault, Normal Height only" shortly after starting up. For a while it was fine and I really just avoided the issue until one night the rear end was so low I would bottom out if I hit the slightest bump. I thought it was just due to the weather as it had been sitting in 18F weather for a couple hours but the next day all four bags were low and after having the car on for an hour it didnt seem to be any different.
I took it to the shop as I had replaced the compressor and all height sensors in 2016. Their diagnostic came back as "need to replace air reservoir prior to further diagnosis." This just doesn't seem right with me. EVEN IF my reservoir was leaking shouldn't the car be able to get to the normal height off the compressor alone?(even if it takes a while) Shouldn't the fault code give them a better understanding as to what is wrong instead of pressurizing the entire system prior to a hard reset?
I'm working off a limited budget (I know, why do I own a LR then?) so the last thing I wanna do is fork over money to replace a $200 part including labor all to have them come back and say something else needs to be fixed.
Codes: C1A20-64 and C1A13-64
