Default HVAC Blower Motors stopped - 1999 p38 HSE

Hi ~ My AC Fan has been intermittent for a year, now neither blower works.
New Relays, Fuses, Pulled AC Filters
Checked to see if there is a Final Stage Resistor aka Blower Motor Resistor, not this apparently.
The BOOK displayed on the ECU as it has for years but don't see errors.
Is there a procedure you can recommend to have the ECU diagnose the issue?
Do you have any advise for a 'do it myself' diagnosis please?
I'd appreciate any detail you can lend - Dave

If you remove the cover under the glove box you'll see the blower motor, on the lower right hand side of the blower motor you'll see where two wire harnesses come together...most likely its burned up so you'll need two pieces of wire about 6 inches long with 4 wire clips and simply assemble them on your counter crimping the ends onto each end of your piece of wire. Then you can cut out the burned part and simply attach your new wires just make sure you attach the right wire to the correct piece on the harness

Default HVAC Wiring issue

Motor is OK.

Thanks for the suggestion, it had to get to 20 below for me to spend time on fixing the HVAC system as neither Motors work. Starting with looking at the passenger side motor, here's what I tried & found and would love some advice.

I removed the motor, tested it on the battery & it ran fine. I'm no electrician however, I then tested the wires going into the motor.

What I found is there is a small green wire with it's own connection to a black wire on the motor which seems DEAD.

When I connected a ground wire directly to the black terminal, the motor turned on full speed. Works, but does not respond to turning the fan speed down.
The wire is HOT too so I disconnected it. Perhaps, this green dead wire is a clue to the problem. Relays have been replaced. Perhaps it's the relay board as I read the AC relay's get too hot & melt something in the board.

Can anyone tell from my green wire description the issue?
