Default NO Cruise control

my cruise control is not working when i hit the button on the panel i can hear a click near the passenger footwell so it seems to be on i replaced the switch because it didnt light up so i thought it was simply the switch but the used one i purchased doesnt work either. under the hood there is a vacuum hose hooked up to a plunger looking part on the throttle body but the plunger thing is cracked badly could this be the cause, i also have a high idle problem and replaced the tps could this vacuum leak be a cause of the high idle also?

Yes, yes a vacuum leak will cause all of those issues.
Cruise control works off or engine vacuum.
If a engine is getting more air than it is supposed to it will rev higher than it chould.
Replace that cracked hose, just take it off and take it to a autoparts store and have them cut you a new piece of hose, get it longer than you need.

thanks but its not the hose its what the hose is hooked up to on the throttle plate... im unsure of what its called so i dont want to mislead you i can only describe it as a ballist or ....... something of that sort i called it a plunger but the part is circular and cylindrical im sure you will know what it is called as soon as you see it.... thanks in advance for the help if you are familiar with the vacuum routing it is the only part on the throttle assembly that a vacuum hose hooks up

That's the cruise control actuator. If it's cracked just get a new one. AB has them

Also the cruise works off a vacuum pump located in front of the air cleaner and beneath the bottle jack (A PITA to get to)
As for the high idle, check for vacuum leaks. Could be the stepper motor (common)
Have you done an induction cleaning?
