RR Wont Rev above 3000RPM but sounds fine at lower
I went on a road trip the day before the occurance and the 1996 Range Rover 4.0 SE was running perfect. After coming home and letting it sit overnight, I started and drove it and it wouldn't go over about 15 mph. I noticed a couple vaccum hoses had holes for the vaccuum pump and replace those and it still hasn't corrected the problem. I would think maybe the prark plugs or another sensor but it runs perfect when it is anything under 3000 RPM's. I ran it in neatral so it isn't the transmission either. Does anyone have any idea what it could be??? Thanks for the help fellow rover owners.

I have the same problem every morning, get out of bed, and I can't get out of my own way, just kidding.
Are you sure your throttle cable is not stuck or restricted, have you made sure the throttle plate does open all the way?
How about a check engine light?

Yes the throttle plate seems to open all the way and there isn't a check engine light on at all. Do you know what the other vacuum throttle cable is for that pulls the butterfly valve open further? It is the cable that runs next to the throttle cable and it doesn't seem to pull at all when I depress the accelerator while running. I dont know what it really does though.
