Default Rust hole developing on frame rail by lower control arm

Hello,

I am not sure if this is a common issue with LR3 that the frame rail (location between both lower control bolts) starting to form a rust hole. I took it to the dealer to have the alignment but he could not align the LR because the camber bolts that attach the lower control arm tj the frame where seized. In the process of having the truck on the lift he saw the hole.

has any member welded a plate? Is this common?
