Default Whining noise in engine bay

Help please. My TD3 has recently started a whining noise coming from the engine bay. It will idle without noise, rev up and whine is heard.

When driven the noise is not heard under acceleration, change gear and it is there momentarily until acceleration again. If decreasing speed it whines but if knocked out of gear it stops

Absolutely baffled.

Not belt system, garage seem to think exhaust but can’t find where 😳 but doesn’t make sense if only doing whilst deceleration or gear change

Well you have a turbo, I tend to think it could be a bearing in that under load. But I don't know the diesels well or much about turbos.
