Land Rover Forums - Land Rover Enthusiast Forum - Intermittent 'Restricted Performance', Cooling Fan issue?

I have a 2013 LR4 V8 5.0 that intermittently gets the 'Restricted Performance' message and does not accelerate past 3.5K RPM (I can still get it to freeway speeds by accelerating slowly but flooring it causes the car to just accelerate past 3.5K RPM without actually doing anything (As if it were in Neutral).

It has been occurring more frequently recently but goes away after a restart, I scanned the ECU and found the following codes:

P0691 - Powertrain: Cooling Fan 1 Relay Control Circuit Voltage Low
P0480 - Powertrain: Cooling Fan 1 Control Circuit

I checked the fans and they are functioning normally, the car has never overheated after extended drives with the restricted performance message showing.

I checked the relays and they doesn't seem to be stuck, although this is only the fusebox in the engine bay. I didn't check the control board on the radiator itself.
