Unhappy Intermittent 'Restricted Performance', Cooling Fan issue?

I have a 2013 LR4 V8 5.0 that intermittently gets the 'Restricted Performance' message and does not accelerate past 3.5K RPM (I can still get it to freeway speeds by accelerating slowly but flooring it causes the car to just accelerate past 3.5K RPM without actually doing anything (As if it were in Neutral).

It has been occurring more frequently recently but goes away after a restart, I scanned the ECU and found the following codes:

P0691 - Powertrain: Cooling Fan 1 Relay Control Circuit Voltage Low
P0480 - Powertrain: Cooling Fan 1 Control Circuit

I checked the fans and they are functioning normally, the car has never overheated after extended drives with the restricted performance message showing.

I checked the relays and they doesn't seem to be stuck, although this is only the fusebox in the engine bay. I didn't check the control board on the radiator itself.

If the LR4 fan works like a LR3, it can stick on and work at full speed even on the highway-that will trip a DTC and cut into the performance and fuel economy.
Disclaimer-it has happened to us but on a LR3.

The engine management throws the restricted performance flag when there is an issue at hand that can significantly harm the powertrain... why would you try to push past it?
Your code reader is not reading the full LR codes... I wonder what codes you're missing?
With what has been provided, the root cause of P0691 may be the P0480... and even dirty contacts could raise that flag.
Do you have the Workshop Manual?
