This a Thule Square Bar system with locking mounts.  This rack system will work all Discos with the stock raised rails, but will also fit on just about any automobile that has raised rails.  All four mounts all have a single compatible key lock system.  One plastic end cap is missing, but they can be purchased for just a few bucks at Thule.com or www.rackit.com.  I bought this rack system new 4 years ago from Rackit.com for $250 (cross bars $130 + mounts $120).  The mounts do have some pitting, but no excessive corrosion.  All locks have been well maintained and function properly.
