Default Range won't start

Hi. I have a 2004 Range Rover I bought that's needs work. It was running. Then one day it wouldn't start. Key turned but no cranking. So I was having it towed... we pushed it out of the parking space to load it and when I turned off he key it started!!! As I'm standing around talking with my friend we smell a burning scent, coming from the ecu. I immediately disconnect the wire I see the smoke coming from and the car shuts off. I have the vehicle towed. When I get home I check the ecu and it smells burned. So I order a replacement from eBay. I have installed it. The vehicle will crank but will not turn over. im assuming the ecu needs programming or syncing. Is it just a key to ecu issue or complete reprogramming. I've read post that say eBay ecu are scams. Did I just waste money on this ecu. Any help greatly appreciated.

yes, the engine control module needs to be linked and/or programed to the security ecu. the brits call it the "hand shake" most of the ecu's and electronics of the 03-05 are BMW 7 series.
