In my experience, it's down to the dealer and JLR. If JLR honors the price from the point the order was accepted by JLR, then you'll get that price. If JLR is upping the delivery price not he dealers, or the dealer wants more $ from you because they can, then it's them.
My dealer has a 'no markup promise' and even before times when cars were easy to make they weren't marking up the hot cars when they came out like a lot of places do. I can't speak for your dealer, but if the order wasn't allocated/build wasn't started you're probably SOL as JLR will raise the price to the dealer.
