Looking to black out the silver front and rear bumpers as well as the tire cover
I've seen some have been done, what method was used?

Just finished my black out work - all done by my dealer.
Front and Rear bumper - painted gloss black.
All matte plastic wheel arches, lower panels and front and rear quarter panels - replaced with LR gloss black parts.
Excellent quality work by JLR White Plains.
Window tint and Stek Dynoshield PPF wrap by Made To Last Visual in Queens, NY.
The gloss black trim really makes the Carpathian Grey paint seem much darker and richer. Really happy with the results.
As a follow up to this - I was always bothered by the side lights located in the front and rear wheel arches - so I had them blacked out in a dark smoked vinyl wrap - I think it makes a huge difference:
