Cargo Area Clip?

Cargo Area Clip?

Does anyone know what this bit does? I assume its something to help hold the 3rd row seatbelts in place, but can't quite figure out how.

Maybe supposed to help keep them and the buckle from bouncing around off-road when not being used -- putting both layers in the slot as drawn?

Thanks everyone, the strap itself doesn't stay in there very well, but the clip fits in perfectly.
