I recently drove my Defender in an active snowstorm for the first time.
The main headlights (low beam as well as high beam) were not very helpful as the snow was really coming down.
I turned the front fog lamps on as well, but the additional illumination was not helpful at all.
I could not see the road surface at times and had to go really slow to be safe.
Is it a function of the high seating position and/or the relatively upright windshield that I could not see the fog light illumination?
Will an upgrade to brighter fog lamps help in this situation?

If the snow is falling heavily, no additional lighting upgrade will help you see the road. Keep the low beams on as well as the fog lights and just take it easy and slow until you can pull over in a safe area if the conditions worsen. Best to play it safe.
Back in the day all dedicated fog lamps were amber. In the early seventies I crossed Donner Pass in a Datsun 510 running on parking lights only because it was all I had that didn’t reflect light back into my eyes. This is what I’m currently running. Might be overkill for you but I’ve needed them on a couple of runs up the Frazer and Skagit rivers.
Another vote for amber fog lamps for winter driving. I've got a set on my winter truck and they are superior to the headlights when driving in any kind of snow.
The "cooler" your light "temperature" is - the more it will reflect off the snow and thus cause issues with visibility. I'm honestly surprised that I've not seen an amber fog light replacement kit from someone like Diode Dynamics for the Defender.
defender from lighting system in general is quite poor.
Really? I find it to be quite amazing actually... other than the auto lights turning off the brights when it comes across a reflective sign or a street light...
I also find the headlights to be a bit disappointing. The low beams are perfectly good, as are the fogs in fog and rain.
The high beams completely suck compared to my old Discovery 5 and compared to my nearly eight-year-old Audi, both of which have/had full LED headlights. My ‘23 Porsche Macan S also has significantly better lights than the Defender. Brighter low and high beams, quicker auto high beam assist, and it has the PDLS+ that allows the lights to swivel with the steering and at above 81 mph, the beam changes so you get brighter light and higher visibility at high speeds.
