Default Weird rpm jumps

Does anyone have any clue why rpms jump 200-300 for about a second then go back to normal this happens when going uphills or accelerating on flats feels like the car is almost lurching forward. Started doing this after i was stuck in water for 2hrs. Already changed the air filter that wasnt the problem.

doesnt do it when going downhill or when idling

Which engine? At what RPM does this happen and is it something you can trigger on demand? I had a similar issue at around 2750 RPMs while accelerating. It typically occurred while going uphill or while accelerating with cruise control on. To me it felt like a misfire or a transmission slip. If it happened enough in a short period of time, the car went into limp mode with no check engine light. After that I couldn't maintain the speed limit and had to do a 10mm reset. In my case, replacing the PCV valve and spark plugs resolved the issue.
