what is this part on the block of 3.5l v8 engine for ?

I'm having my 3.5l v8 engine rebuilt and the machine shop wants to cut off this piece at the yellow line so they can mill the head.
Does it serve any purpose ?
Its like a lip bracket on the block near the front
