95 disco won't start

have been having a problem with engine choking out when you gice any throttle, so I took intake off and resealed throttle body. I also replaced the vauccum advance since the old one didn't hold a vacuum, now it will not fire at all. I seem to have good spark at the plugs, timing appears to be set correctly for static timing of 3 BTDC, air gap appears to be correct. It appears to be flooding, I swapped plugs for dry ones to see if I could get it to at least pop with brand new plugs in it - and still got nothing.
I have read about something getting out of wack if not careful when pulling the rotor off, is there something that could have got off that would not be addressed by setting the timing to a static 3 BTDC, rotor is pointing at #1 plug on dist cap, relucter is aligned with pick up
I have tried unplugging MAF, unplugging o2 sencsors, tried it with IACV removed, tried unplugging TPS (TPS has 4.8 volts is this enoough)
I am at a loss
any ideas?

Mechanical advance weight springs. What breaks is the nylon clip that keeps the springs from coming off.

Well ok then. On to your next question..... Has the timing chain and tensioner block ever been replaced? It's possible to jump a tooth if there's enough slack but it's not THAT common. It's more likely to cause delay in timing. Have you tried setting the static at 5 or 7 degrees instead of the 3?

....and another couple of thoughts. Your fuel pressure, do you know what it is? Also there is a "tune resistor" which tells the FI box what map to use and whether there are 02's and how many (ROW, Europe, NAS 0, 2 or 4). I've seen it happen with D90's, RRC's and Disco's where the tune resistor hits the skids and causes no starts. Finding it is a pita. D90's it's along the trans tunnel (what little there is of one) and RRC's it's under the carpet on the passenger side again near the trans tunnel.
I might not be nailing it but at least it's better than nothing.

what I dont get is there is spark (not sure if it is hot enough), fuel (the plugs are fouled every time I take one out) and there must be enough air for at least one combustion and Iam not getting even a hiccup - so I keep going back to timing or the timing chain having slipped and the igninition is trying to fire when there is no compression, is there a way to check where the the cam shaft is relative to the crankshaft.
