97 D1 4.0 NAS High Idle at start up! what's happening?!

Hey all!
Canadian Spec 97 D1. Just did the head gaskets, and installed a new oil pump.
Problem is, upon start up it roars to life and hangs at idle sometimes as high as 2000rpm. Sometimes it quickly drops down on its own to where it should be (750-900), and sometimes those high revs linger waaay too long. Instead of waiting for it to drop, I put it into gear and then the idle drops. It only does this when the engine is cold. When I say this sometimes happens, I mean every 3 or 4 cold days first thing in the morning. After the truck has been running, it idles just fine. When starting the truck after its been running (engine still warm), it starts just fine. Again usually in the morning, and it sometimes doesn't happen at all. However it happens often enough to be concerning.
Recent work in addition to the head gaskets and oil pump include:
new spark plugs
new spark plug wires
cleaned stepper motor (re-used existing gasket, good condition, no cracks or anything)
cleaned the MAF sensor
new battery
all new vacuum hoses
new pcv valve
new starter motor
new fuel filter
new air filter
Checked for any vacuum leaks. couldnt find any
Have not check the fuel pressure yet. Maybe I'm mistake; but the behavior of reving very high upon start up, to me suggests there not a problem with lack of fuel pressure.
The truck isn't throwing any codes. Tottally stumped...
Any ideas here?

My truck does similar things when I've run the battery low (as in, left the lights on overnight and needed a jump to get started). Once the battery is charged after 30 mins of running it is fine.
You wrote that you replaced the battery, I'm wondering if your alternator is giving it all the juice it needs?

My 96 had the same problem after a rebuild. I solved it by changing the position of the TPS slightly to show less percent open. That meant I had to hog out the holes on the TPS slightly so the TPS could rotate CW.
If the ECU sees the TPS more than the base value, then it revs high when started. I suppose when the OBDwiz reset happens, it resets the base value for the TPS. Modifying the screw holes was cheap and easy, so that's how I handled it.
