The bottom line is until you get the selector tab to rotate, it will not engage. Spray lots of PB Blaster on the whole linkage paying special attention to those little pivot points and clips.
See if you can move the shifter side to side, if not put a socket on that center nut on that plate I showed and try to loosen it.
Take some pics of what you got. It may take a few good soakings with PB to loosen it up.

This is the piece I was referring to:

Bottom line is, this must rotate CCW to lock the Center Differential.
You may want to try spraying the entire linkage heavily with PB Blaster qand rotating this piece to save yourself a lot of teardown.

It's been so long since I did it, but I think it was most likely a 13mm. Start with that and go from there. I had a Speed Handle if you know what that is and a long extension. HB has some hefty extensions, you still working there?
