My trucks a 1991 3.5L Discovery manual.

When starting the truck (hot or cold) or changing through the gears, it will hold revs and come down in about three stages.

Have replace air flow meter and potentiometer, thinking the stepper motor?

 

First clean the throttle body and lube the linkages, if no change replace the stepper motor.
