Default No Fuel Pressure

Had my 98 Disco out of service for the last 9 days while I took the heads off and had them resurfaced along with a valve job..head gaskets..etc...well...finally got everything back together today and she's turning over just fine..electrical is all good (lights and sounds, that is) and mechanically sounds fine but I cannot get any fuel pressure..fuel bar is dry..no air or fuel when I press the relief valve. I checked the inertia..not tripped.. and so now I'm stuck. I unplugged/plugged the relay..at least I think it's the relay (black box with two plugs just forward of the wiper fluid reservoir).. but she just keeps turning over and over and not firing. Any help is greatly appreciated..
