Default No vacuum

Alright people, I was working on my Disco today & while letting it come up to temp, I got playing around. I pulled the vacuum line on the driver's side where it tees into the cruise control & I have nothing. Put a gauge on & it didn't even move. I followed the soft vacuum lines on the driver's side & although not great, they are intact. Guess the first question is... There should be vacuum at idle, right? If there's supposed to be vacuum at idle, then I have an issue. I never heard a vacuum leak, and do have hesitation when leaving a stop sign, bet never tied that to vacuum. I can't seem to find a vacuum diagram within the rave, or within the search, so does anyone have one in pdf form you can send me?

If you are talking about the Tee at the firewall where one hose goes to the CC Actuator(Cruise Control Actuator (Genuine Part # ETC7150 ) - Land Rover switches/control unit/actuators from Atlantic British )

and the other goes to the CC Vacuum Pump( Cruise Control Vacuum Pump (PRC6260 Same Fit As Part # PRC6260 ) - Land Rover switches/control unit/actuators from Atlantic British) ... then NO Vacuum happens until the CC is turned on.
