Damper pulley

Hello friends,
In the process of reinstalling a new water pump, One of the three bolts holding the pulley to the pump broke. Additionally, I scratched the pulley slightly with the home made removal tool I created for this install.
My questions are as following: Would the balance of the pully compromised due to the scratch? Is it appropriate to replace the bolts with simple hex type bolt rather than the flange type? I have at hand some nice stainless steel hex bolt with size appropriate lock washers.

use a good bolt & washer.....(not a grade 2 from the hardware store) and you'll be fine.
you didnt give us a pic of your "scratch" but it's unlikely that the balance would be affected.....you do want to make sure that the belt surface is smooth

The scratch was not very deep. I sand the area and repaint. I also used grade 10 bolts from autozone.

I now have water leaking from the thermostat area. I truly hope that is not something major. I applied 28 foot pounds of torque to t he thermostat housing. Should give I tightener a bit more?

Rave says to torque thermostat housing to 28 nm wich is 20 ftlbs

Your torque is sufficient, but have you replaced the thermostat housing/water outlets gasket lately.
