That looks like a Brownchurch on your truck. I had one of those for about seven years on my '85 RRC. I loved the rack but the noise was something else. Thankfully, I didn't have a sunroof on that truck.

I don't know of any factory plugs for the holes but the rack is easy to remove. There's just one 13mm nut with washers at each end.

on second thought, i may leave the holes but plug them with rubber in case i ever want to route lamp wiring to the roof through them...
we'll see how i feel after the headliner is dropped.

Yep. It is a Brownchurch. I love it. Use it regularly and plan on putting a RTT on there eventually. With some minor modification, ie some removeable crossbars. I want the flexibility to either have the RTT or the whole rack for expedition purposes.
Only problem, just like everything from england it loves rusting out.
Logic would dictate that a vehicle that comes from england with so much rain would be rather weatherproofed.
