03 Discovery SE7 Xmsn solenoid won't shift out of park.

I originally posted this last week under another section, but I figured that this DII thread would get more traffic. My Xmsn solenoid under the shifter cover will not shift out of park without having to manually push in the plunger on the solenoid to be able to pull back the shifter. I have already tried the brake switch test and still have brake lights as well. The 15 Amp fuse (# 21) keeps burning out, so I am thinking that there is a surge in power somewhere. I have an extra XYZ switch from where I replaced my Xmsn/transfer case last year. I have seen where sometimes the XYZ switches go bad because of the condensation dripping on them from the AC?!?!?! Either that, or I'm thinking that a wire is grounding out somewhere and sending a surge of power to the fuse and blowing it. I'm not too sure. Have been a diesel mechanic with the Army for over 19 years, so I tend to always do my own repairs,...but sometimes, you just don't want to "have" to think about something. If there is any advice on this matter, I would greatly appreciate it. Thanks, Dan.

I looked in the electrical manual for that fuse. It runs to a few headers, and then off to doors locks, seat heaters, the XYZ switch, etc. Header C0761 is in the console (waiting on a big gulf cup, outlawed in NYC, to be dumped just in time to prevent a ticket from the food police). Point is that with headers, you can have things not related also causing problems.

As I recall - there is a compound switch on our D1 down there.
You will find two switches.
One is an air switch for the cruise. you WILL break that one if you don't take it out carefully.
Above it is the brake switch.
The brake switch is a compound switch..
It has three or more wires.
One is for the brake lights.
One is for the park lock solenoid.
I would replace that switch.
NOTE
do not drive with that switch out.
The WABCO brake ABS controller will log a fault and need to be reset.
Order the switch.
Replace it.
You'll be good to go.

Mine is an 03 Discovery, by the way. Don't know if it is wired up like a D 1 or not. I've already traded the brake switch with another one, and it works fine, and the brake lights function. That was the first thing I did. Problem is,...if you put a fresh 15 Amp fuse in, the solenoid will work for the initial use, and will let you shift out of park, etc,...but will be immediately blown out the next time you go to shift out of park. Therefore, until I figure this beast out, I have the shifter cover off and to the side, so that I can push the plunger in so I can shift.

Here is what I would do...
I would unplug the solenoid from the wiring harness -if you can find the plug..
Use an OHM meter. Put it on X10 ohms if possible.
Put one end of the ohm meter onto the contact of the solenoid
plug. The other end to a good ground with an alligator clip wire.
Then, jostle the solenoid around, move the shift lever, move the solenoid
metal actuator in and out..
I am betting - the solenoid at times is shorting to ground.
