Default 04 CDL lever not moving

I just bought another 04. The CDL on a 04 has a cable correct? On my D1 the linkage was frozen from previous owner not using so I took linkage apart and cleaned and lube everything and I was good to go. I have not had the time yet to pull anything apart on the 04 just wanted to see what you guys thought. Lever will not come out of H and will not move side to side either.

on my D1 the part that was frozen was the shifter part not the linkage and I asume the D2 may be frozen is the same place from no use.

I think it's just broken. Completely. Beyond repair. Just remove it and the two cables, and send them to me, and I'll recycle them for you.

The '04 uses cables to move the t-case shifter, so you either need to try and get lube inside the cables or replace them.

I may just order new cables before I take it apart if they are not $2000. could the lever be frozen?
