What are the pros and cons of distributor caps?

Not sure what to think of that mess under the hood.

Can't get them to give me the VIN# or a vehicle history report.

Are you close? Go take a look and write it down. That way they know you are serious.

Looks like it has a newer alternator.
The problem with a '95 is that it will be OBDI compliant, so that will be the type of trouble code scanner that you will need.
There is nothing wrong with having a distributor, as long as you can find a mechanic who can set the timing for you.
Other than that, there is nothing wrong with it.
If/when the distributor goes bad they are expensive to replace, but dont let that scare you.
That is a 7 passenger model, looks really good to me.
If it is in your price range go for it man.

OBD1 has a box beside the passenger seat that will give you the trouble codes without the need for a separate reader. It's nice and a lot more convenient than carrying a OBD2 reader like a lot of Rover owners do. Problem is if you can't decode then it is useless, jst like OBD2.

Overall the truck looks to be in good shape. Like Spike said, if it's in your price range go for it.
