Default 1996 disco won't start

It turns over but wont start. No spark to plugs, all the fuses are good. I tried 2 different scan tools/autotap and it can't find vehicle. Is this the ECM/computer?

Check your fuses first.

All the fuses are good. That was the first thing I checked. Ignition switch is good. The scan tools don't see the vehicle. so I'm incline to think the ECM is the problem.

It won't. You have to get a rover compatible scanner to read the ECM.

The one I have has always worked fine and the one my friend has also has worked on this vehicle in the past.

Then I would lean towards yes. You will need a rover scanner to install the new ECU though. They are not plug and play.

The Disco manual says they aren't repairable but it doesn't say anything about programming. Thanks.

They have to learn the sensors and can only be open with a scanner. Just like if you replace the TPS or IACV, you will need a scanner in most cases. It may fire, but it will run weird.

I went through this recently and for me, the fuses were fine and it turned over but did not fire. Listen for the fuel pump circulation. If you do not here a hum or buzz from the fuel pump that may be the issue.

Also had a short once. The fuse kept blowing due to the short. I found a bare O2 sensor wire that was causing the problem.

Hope this helps and good luck.
