1996 Land Rover Discovery - Horn

My Discovery's horn works for the alarm, but not from the steering wheel. Any suggestions on how to fix it?

Also, the interior lights don't work...

probably the button for the horn.

is it safe to assume you tried replacing the bulbs on the interior?
