Default 2000 Land Rover Steering Problem

Yesterday i notice a problem on the steering while driving on a winding road on California.
after i notice the problem i pull over.

With the Engine On a
And the transmission on Park Position.

I accelerate the engine to 1500 to 2000 RPM
And i Notice that the steering wheel would NOT Move either left or right.
After decelerating the vehicle
the steering wheel whent back to normal.

What can cause this problem
to the steering to freeze at high RPM on a winding road?

How is your PAS fluid level? I would try to look at the PAS pulley and steering box while someone is trying to replicate the problem. Does not sound good though.
