You have 2 separate issues going and yes, it is time to replace the front cover seal.

You can always pull the hose from the v/c and spray carb cleaner in it if you are worried about it.

Mike, you mention above spraying carb cleaner in the pcv valve (at least that's how I read it)...
Anyway, does that go for both the driver side (open pipe to the inside of valve cover) and the passenger side (hose going to oil separator)? my open pipe is clean and I can blow through it on the driver side, but the passenger side with the oil separator doesn't allow air to be blown through. is this normal? How do I test this is properly working?

Also, how do I remove it to clean it? from reading posts, sounds like it should just pull out without too much effort?

When I pull the passenger side hose, I see a 'pipe' coming out about 3/8 in diameter with a hole in the middle about 3/16 in diameter.... yet when I look on British Pacific, I see this part, which is no where in site..... http://www.roverparts.com/Parts/LLJ000010.cfm

Is this under the top of the 'pipe'?

confused...

This would actually explain why I have to top up my oil a bit more than I think I need to be doing between changes...

Got It!! was able to twist it and got the whole 'cap' out...

FYI for those of you needing to do this, mine was pretty stuck in there and hard to get out.... I dribbled just a little bit of carb cleaner into the small hole on top, let it sit for 20 mins, then got on it with pliers... I did mar the top of the pipe a bit with the pliers so I will have to use a file to smooth it out, but not a big deal.
