99 DII won't rev past 3000rpm in park?

MY DII w/ 120000 miles won't rev past 3000rpm in park. It idles smooth, has new Mag 8mm wires and new plugs. It was throwing misfire codes, but hasn't got any new codes since the plug/wire change.
It has little to no acceleration, and hesitates to rev to 3000 rpm.
I've got strong exhaust coming out of the tail pipe, but I know that "strong" is relative.
I don't think it is fuel pressure/supply related, as it takes little fuel to rev an engine out of gear.
Maybe blocked cats? How can you tell?

Where can I hook up a pressure tester? It's dark out, so I can't poke around now.
I wonder if Harbor Freight stocks a fuel pressure tester?

Would this kit work? It says "except Bosch", but I'm not sure what the DII uses:

I don't know for sure, but I would guess they are talking about the older Bosch systems found on German cars from the 70s through the 90s: L-Jetronic, K-Jetronic, etc. I would imagine a DII Schroeder valve would be fairly standardised.
I was hoping they meant the Jetronic systems, like on older Porsche's.
I'll probably go pick it up tomorrow, it the local store stocks it. I'll plug it up in the parking lot, if it doesn't work I'll return it. Either way, I'll let you guys know.

I just had some codes set after some rough driving:
P0305 Cyl 5 Miss
P0733 and P0734 Incorrect 3rd and 4th gear ratio
I'm researching and finding that the latter may be MAF related, but usually set with P017x codes.
