99 disco II gas backing up in fuel pump

Hello to everyone... Can anyone help with gas filling up in the top of the fuel pump...Also am having a lot of trouble removing fuel pump locking ring... anyone with answers or suggestion...thanks

The locking ring is a PIA, I had to use a hammer and a large screwdriver.
