Default AC Air Flow not up to par

I have a 2004 Disco SE with 130000 miles. The issue I'm having pertaining to the air flow coming from my AC. I have poor air flow from my vents. All speeds on the ECU work. I understand that there is no cabin filter to change. My question is, what would prevent the flow of air? The ac is cold so Temp is not an issue .

The "cabin filter" is under the hood.
In plain sight on top of the firewall. It' a strip of foam the width of the hood, about a couple inches tall.
In the same plastic molding that is under the wiper arms.

There is no foam/filter in mine in the picture.
I have a new one, but haven't put it in yet.
I still have alot more to finish on mine.

IMO install one PDQ or you'll be chewing leaves and crap as you drive along quite happily

There is an AB vid and it only takes about 10-15 minutes to do.

If it's like mine, the diverter flap foam seals perish and peel off and slowly block the vent tubes which causes poor airflow.

Thanks for the advice. What's the procedure removing the debris that has accumulated inside? Is it the removal of the dash? Can I access it some other way?

Please see attached instructions and pics from the AULRO site.

P/S. The instructions indicate the blower motor is secured to blower assembly by (3) T27 torx screws. My blower was held by T25 screws.

I have a new cabin filter. I just haven't put it in yet.
I'm not driving it as I haven't finished reassembling it yet.
I'm also having the windshield replaced in the next couple weeks, so that cowl has to come off.

There may be a crack in the "air box" behind the dash. This is plastic and gets brittle over time. Pray it is not, bc pulling the dash is a PAIN
