Yes. This is exactly the situation.

It could be the case that the bumper is already Chawton White. Still, what are the chances of getting a blemish free bumper from a junk yard?

And yes, further investigation shows that the dog owner is responsible and the insurance company is pursuing that option. I'm not holding my breath that I'll ever see a reimbursement for my deductible, though.
