Its pretty common to find a short in the horn wiring. Especially if you have ever powerwashed your engine. Test the horn by itself using the battery and see if it works fine by itself. If it does, the deeper wiring or something else may be the issue.

The horns are behind the front grill, and are encased in some foam. If I remember right, you have to remove some of the shielding directing air into the radiator to access the bolts/nuts.
Coors: You probably only have the high note horn working. There are two. When I got mine, neither were working, and so I bought just the high note replacement to save money. Upon hearing it by itself convinced me to get the other one so my mighty Landy wouldn't sound like a stupid Geo Metro's, "meep meep."
