Default belt loose

So I went looking at my Power Steering hoses and pump. Had a blowout but I think it actually came out of the pump and while I can't see exact location, its pouring out as fast as it goes in. While doing so I found that my almost new belt is very loose. Not much pressure and bouncing while running. How can I track down why the belt is loose? Do the tensioners go bad very often in these?

Of course it does this when I needed to take a 2 1/2 hour trip monday evening. So I can't get a steering pump or tensioner that fast.

Yes, tensioner goes bad. They get loose and bounce and make squeak like crazy. Easy to replace though.

How bad is the leak? If it consumes a quart a day like I used to then a long dive still possible. I had to drive longer while the pump was on order. Took me over a week of 1qt per day. Mine drains overnight.
