My best advice is this: get a pre-purchase inspection from a reputable Rover shop. I prefer independents and don't use dealerships.
This might cost you $200, and is well worth it in the end.

My specific advice is this: there are a million D2s for sale, CHEAP. You can find one that has NOTHING currently wrong with it.

If the dude is a Land Rover mechanic, why didn't he fix the 3 amigos? The bushings? The wheels that stick out (wtf?)
Are YOU going to do a better job of it?

One thing people forget when buying a used car is they are buying unsolved problems. If you look at the problems you listed and think 'oh I know what that is!" then go for it. But I would not touch this with a ten foot pole.
OR you negotiate getting the car fixed before you pick it up.
This car sounds messed up and not very drive-able, but you'll find the right one.

@swissarmychainsaw I passed on it completely. The title was the issue. They didn't have it and are having a hard time getting it. So I def don't want to mess with title issue at all. I want one with the owner who has title inland when the cash is exchanged. I'm still looking and this may take a bit. Might even have to travel out of state to get one too.
