Default CDL actuator

Hey there,
I had a 99 transfer case put in with a CDL into the 03 disco.
My local Rover shop did it here in Raleigh and they didnt connect something to actually tell the actuator that it is in neutral. I am curious if it was an install problem.

When I received the truck back a few months ago it would not shift to low, This was one area obviously not important to them.

There are 2 actuators, one in the shifter for the actual transmission and one on top of the xfer case that needs a signal to know it is safe to shift.
My local shop lifted it up so I could explain to them but they kept insisting that the actuator in the shifter **** (the one they were moving) was working just fine and it must be the xfer case. As some of us might know, you cant actually see the actuator so there was the first problem, second how is it receiving a signal?

Can some one steer me to correcting this, IF it WAS an install problem they will have to correct it, (ie. transfer case should have been in neutral when mated) this kind of thing.
I know there have been many CDL posts But after a search it seams I am the only one with it stuck in high.

you can just remove the neutral safety switch which is a solenoid on top of the TC. if it fails it will prevent shifting from hi to lo or from lo to hi. if it has failed that could be your problem.

The problem is that the 03 has the solenoid in the shifter and the 99 had it in the transfer case. You've got two safety devices and only one is hooked up. As was pointed out, remove the one in the transfer case and you be fine. In this situation you'll actually still have the safety feature as designed, because the one in the transfer case shifter should still work.
