Center Dash Door Lock Switch Issue
I am new to Land Rovers but not new to fixing cars. I do the majority of work on all of my other cars so I am fairly mechanically inclined. I apologize up front if this issue has been discussed, but I have been doing some research for the past couple days but have only found a few people with a similar issue but no solution. So here's the issue.
I have a 2002 Land Rover Discovery II in which the center dash lock switch isn't working properly. The switch will lock all of the doors but cannot open any of the doors. You can hear the switch working something mechanically but nothing happens. The only way to unlock the doors is to pull the individual door lever from the inside or get out of the car and use the key. I am not sure if the key fob buttons work due to the fact that the key I have has had the buttons blown out. As far as using the key itself from the outside using the key hole in the driver and passenger doors; I can easily unlock all of the doors but it takes a few tries to lock the doors. Not sure if these issues are connected or not.
Any ideas as far as what could be wrong with it? I am thinking the switch might just be bad, but I don't want to go buying unnecessary parts if I don't have to.

Do you know anyone who may have a write-up on how to replace this fuse panel?
Yeah I have a hard time believing that a whole fuse panel would need to be replaced if its just one item not working. I was thinking it may just be a bad switch or fuse blown. Please keep me posted on what you find. Its not critical just more of an annoyance.
Removal and replacement of passenger area fuse panel/IDM:
step one; open bonnet & disconnect battery.
Step two; open driver' s door, using a flat head screw driver turn two plastic screws on panel under steering wheel. ( counter clock wise)
Step three; unplug the plugs on front side of fuse panel.
Step four; at the top of the fuse panel you will find one 10 mm nut remove that.
Step five; now that the fuse panel is loose lift up on it gently as there is a 1 inch plastic stub
On the bottom that fits into a hole.
Step six; unplug all plugs on back side of fuse panel " some are pretty tight" these plugs can only plug into one place so don't worry about marking them. (Its goof proof)
Okay almost done now go in reverse and install your new fuse panel.
When these fail they can cause some strange electrical issues.
