Any OBD2 reader will work on a Rover, from the cheap $49 ones on up.
As for a manual, I would suggest you find a link for a free Rave CD download, this CD will give you all the info you need to keep the old truck happy.

I bought the Harbor Freight Code Reader/Scanner. They arenormally $129, but are often on sale for$89, which is what Ipaid. I think I saw they were on sale last time I was in the store. It gives ya the code and an English/French/Spanish description, like "Low Temperature Fault" for example. Then ya can clear the code/s or save to history. It does CAN as well, which I haven't used. The unit worked great for me on my 98 Disco. They sell lower cost code readers, but the low dollar units won't clear the codes.
What most of these code readers/scanners don't give ya is real-time readings. If you want that ya got to bone up some more $$. Otherwise if you have a laptop, ya can buy software and cables and get greater functionality. I've seen software that'll do it, for about $150 including cable/s. There is also an open software project (do a google) where I believe you can download software free, but ya have to buy cables which I believeare in the $30-40 range. I investigated it, but have not used it. Check out "thetoolwarehouse.net" as they have a lot of scanners and software, or go to Harbor Freight like I did.

Of course the software has 653 channels that I can access, log, and test for my Audi (only 36 for the LR), but I am able to do what I stated in my previous post with the LR.
Keep in mind the software I use is made for the VAG, but I have used it on Volvo's, my Nissan Gasfinder, all VW's, and Porsche vehicles.
