Default Cooling a heating motor question

This is something I've always wondered about. Say you're driving up a long hill and your engine temps are higher than you want, so you decide to pull over, stop and let it cool down.

Do you leave the engine idling or do you shut if off?

Idling and raise the rpms

First check : if the electric fan is confirmed working, let idling. If not; shut-off the engine.
