Exclamation Crank, but no start. New engine.

Hey guys,
This is my second post and I am super hopeful since the first post helped me find a solution. You guys rock!

So, I have a low mileage 2004 Disco II that had the blown head gasket issue with floating sleeves. Other than that, the truck is perfect.
Got a running donor and replaced engine + cooling parts (hoses & radiator).

I am ready to start this bad boy and it cranks (sounds healthy) but does not start.

1. The disco ran before but overheated.
2. New engine ran great.
3. Took old engine out. Put new one in.
4. Cranks but no start.
5. Starter fluid starts the car for as long there is fuel to power it.
6. Checked the fuses. Didn't listen for relay click.

KNOWN ISSUES:
1. Fuel pump doesn't sound like it primes at position II + confirmed by no fuel pressure at rail. (I am 99.9% sure the fuel pump is good. Had pressure when pulled engine and started up like a champ before.)
2. Lost original key so had locksmith cut me one.
3. Crank postion sensor was not plugged in. Plugged it, but still doesn't start.

Please help me find out what is preventing the fuel pump to get power.
(Is it immobilized? Is it the computer knowing all engine look was unplugged (I did put it into key second position when most of look was unplugged)?

Back probed voltage to fuel pump?
checked emergency fuel cut off on firewall?

i did not probe. most likely need to.

i did press the emergency fuel cut off on firewall but not 100% sure about proper procedure. is there any? (like hold for 5 sec, or key must be in ignition?)

Jumper fuel pump relay to see if that makes the pump run, yes - security issue. No - bad pump. Are you sure it is not running at all during cranking? Oreilly has a fuel pressure gauge you can rent for free.

I am not sure if it is running but I definitely cannot hear the prime. Also, while key in position II, i have checked the fuel rail valve for pressure by pressing the shredder valve pin, and I can't get any fuel to spray.
Will be trying to jumper it and will let you guys know.

Note: The truck has been sitting for more than 12months. Has about 1.5 gallons of fuel.

My understanding is that the fuel pump does not prime in position 2 - it'll kick in when you turn the key. Jumping from the relay is a good way to test the pump functionality. Probably couldn't hurt to dump some fresher fuel in there anyway.

I read once that when pressing the emergency cut-off you should make sure that you press it hard enough as it may not properly reset unless you do (something about two contacts in it, you may be able to reset the first without resetting the second?). I'm pretty sure it's just a mechanical switch, so there shouldn't be any requirement to hold it for a length of time.

Boston, I'm not sure about the Disco, but other vehicles I've had do prime in Pos2.

Agreed - I was looking for a source through some other posts here to back myself up, but I only found contradictory information (some people saying to flip back and forth to pos2 to prime the pump, and some saying that it doesn't actually run the fuel pump until you crank the starter). Who knows.

OP - also worth double-checking to make sure your CPS is installed correctly (spacers, etc.). This will cause the same issue.

It does prime in pos 2 for approx 5-10 seconds, maybe 15.
