So the brush bar on my Disco has always been slightly crooked when looked at from straight on. It's a little lower on the driver's side than it is on the passenger side. Definitely only a thing I'd notice but not anyone else.
I finally took apart bumper assembly to clean, paint, repair, adjust, etc, and was extremely careful to make sure the mounts and all were exactly in spec when reassembling. And after finally putting the brush bar on... it's still crooked. Is it possible the brush bar itself was just made a bit out of alignment?
Here's a pic (before I reinstalled the headlight guards). The bumper cover is dead nuts straight. The gap between the bottom of the headlights and the bumper cover is exactly the same on both sides. So it's just gotta be some kind of play on the brush bar mounts? Or the brush bar itself I guess.
Maybe none of this matters, IDK.

those are better known as 'damage multipliers' they tend to rust from the inside out. By the time you notice the rust, the tubing walls are paper thin. Jack up the low side and it will most likelystraighten itself.
Loosen the 4 bolts that attach it to the frame, then use a jack to lift it and bolt in place. For my steel bumper there is a big gap between it and the trim that is under the headlights (03-04) if I don't use a jack. But if I use a jack I can get get that gap to be much smaller. May work for your situation also.
