Disco II Chip

On ebay, this NC State engineering grad states that he's designed a chip "to add 43hp".

Possible?

Skepticism would be healthy until you've had it on a dyno, that assumes it does anything at all.... it looks more like just an old IC in a box probably bridge wired.
