Does the 03-04 tail light fit the 02?

Yep I’d rather drill the hole at the back (where water already flows behind the tail light as there is no gasket between it and the body) vs the hole on the outside which looks cheap IMHO.

I made a 1/32 hole that is really hard to see and it does the job.

That's pretty small. I'm surprised that gravity would overcome the surface tension of water and allow it to escape through a hole that small. I went with 3/32' for that reason.
