Yes, it would. The SLAs clearly state that corporate accounts are for the business of the licensee. CarFax has been going after people who are doing exactly what you asked.

Stop being cheap, and spend the $35 on a report.

And if "the last thing you need to do is spend more cash" and you really need a car now, a DII is the stupidest thing you could possibly buy. You won't even get 1/2 a tank of fuel for what the CarFax will cost you.
